/system/registry remains to preserve historical links and migration traceability during the compatibility cycle.
redirect is delayed because docs references, subroute ownership, and lifecycle decisions are not fully closed.
exit requires docs references reviewed, subroutes owned, deep-link lifecycle decisions completed, and one compatibility cycle closed.
