下一阶段预览（Next-stage preview）
概念说明：若存在正式 execution gating 时的下一阶段 — 未执行任何审批或写回。
对于 preview_ready 记录：下一阶段将是「执行前门控评审」类步骤（占位语义），之后才可能进入真实的 approval execution（本系统尚未提供，且本页不触发）。
对于 preview_blocked：在记录状态满足 recorded + execution not_started 之前，不应进入执行门控队列。
